/

PURPOSE
The purpose of this task is to require the contractor to perform tests, and develop the procedures and data necessary to obtain explosive hazard classification(EHC), and to require the contractor to develop hazard characteristics data about, new or modified ammunition, explosives (including solid propellants), and devices containing explosives.
REQUIREMENT
Explosive hazard classification
Any new or modified items of ammunition or of an explosive nature that will be transported to or stored at a DOD installation or facility must first obtain an interim/final hazard classification. The contractor shall provide the data necessary for the MA to obtain the necessary hazard classification. The contractor shall perform the following effort to support obtaining interim and/or final DOD explosive hazard classifications (EHC). The data provided will consider the explosive item's shipping and storage configuration.
Testing as specified in chapter 5 of the DOD Explosive Hazard Classification Procedures (DEHCP)(Air Force TO 11A-1-47, Army TB 700-2, Navy NAVSEAINST 8020.8, and DLAR 8220.1) shall be conducted and the test data provided except as noted in 403.2.1.2 and 403.2.1.4 below. A further exception is that testing is not required for devices containing explosives/propellants listed in Title 49, CFR, Part 172, Hazardous Materials Table.
Interim classification may be obtained by analogy to an item that already has a valid final hazard classification, but shall be supported by the original test data on the analogous item except for 1.4S items which cannot be classified by analogy and require testing. A narrative discussing the similarities between the two devices is also required.
Final classification by testing shall be supported by data from the tests required in the DEHCP, paragraph 5-2 and 5-3, or in an alternative test plan proposed by the contractor and approved by the Department of Defense Explosives Safety Board through appropriate Government channels. The final EHC testing must be conducted on production level designed items
Final classification may be obtained by analogy to a previously classified item, but shall be supported by the original test data used to classify the analogous item except for 1.4S items which cannot be accomplished by analogy but require testing. A narrative discussing the similarities between the two devices is also required.
Interim hazard classifications are good for one year. The contractor shall request renewal of an interim EHC prior to the one year anniversary of the date the last interim EHC was issued. A new interim will be required for any changes in the explosive item, shipping configuration, or part number..
Classifications/Markings
The contractor shall recommend a category for each item of explosives/ammunition in each of the following areas.
DOD Hazard Class/Division/Storage Compatibility Group (SCG).
Proper shipping name and United Nations number
DOT Hazard Class.
DOT Label.
National Stock Number. If not available, then part number.
Hazard characteristics data
The contractor shall develop data on safety hazards involved in handling, shipping, and storage related to the production, procurement, and disposal of a new or modified item of ammunition or explosives.
Illustrations
The contractor shall prepare illustrations of the explosive part and an illustration that shows the relationship of the explosive part to the other items in the assembly. An illustration shall be prepared to show the relationship of the explosive assembly to the next higher assembly
Changes
Any changes to an item that has received final hazard classification shall be reported through the Government and Industry Data Exchange Program (GIDEP) using the "PRODUCT CHANGE NOTICE" form
Alternative EHC Test Plan
When directed by the MA or whenever the contractor will not follow the test procedures specified in the DOD Explosive Hazard Classification Procedures, the contractor shall develop an alternative test plan and must obtain approval from the MA and the DOD Explosive Safety Board before testing is conducted.
DATA REQUIREMENTS
The Contractor shall provide the following data to the MA to support interim/final hazard classification.
Type of classification
Include a statement indicating the type of classification being sought, either interim or final.
Hazard classification data
The "used on" or "used with" hardware item(s) will be identified, including their ancillary or delivery equipment. For interim hazard classifications, some of this data may not be available, but all should be available for final hazard classifications.
Part number(s)
Prime contractor and vendor(s).
National stock number
System used on
System in which the subject item is associated.
Next assembly
Next higher assembly subject item is a part of
Size
Size of unpacked item.
Weight
Weight of unpacked item
Explosive or chemical formulation
Include type, composition, and total weight of each explosive or chemical subassembly in the item (e.g., detonator, booster, squib, rocket motor, etc.).
Weights of explosive or chemical material
a. Net explosive weight. Total weight of all materials that mass detonate (i.e., Class/ Division 1.1).
b. Net propellant weight. Total weight of all propellant and pyrotechnic material (i.e., Class/ Division 1.3).
c. Explosive weight for Quantity-Distance (QD) determinations. Net explosive weight, net propellant weight, or some combination of the two, according to results of testing and/or current policy for Q-D computation. Only this weight may be used directly in Q-D computations. Include equation used to calculate TNT equivalent weight and the reference where the equation was obtained.
Items containing a liquid or gas
Name or type of liquid or gas.
Physical state.
If pressurized, what pressure.
Vapor pressure.
Flash point.
Narrative
A narrative description of the item.
Functioning
Step-by-step, on how the item functions and its relation to higher assemblies
Illustration
Illustration of the configuration of the explosive item, and the relationship of the item's parts as assembled. An illustration of the relationship of the explosive item to other items in the next higher assembly
Packaging data
How item is packed (narrative description).
Number of items per inner package.
Number of inner packages per outer package
DOT Specification Number for packing containers (49 Code of Federal Regulations ) or an indication that the package meets Performance Oriented Packaging (POP) requirements of 49 CFR.
Type and size.
Gross weight of packaged item(s).
Specific DOT labels, if required.
If a DOT special permit or exemption applies, give number and to what it applies.
Illustration of packing and shipping containers.
Nomenclature - (Ref. FED-STD-5).
Limitations
Special storage or shipping limitations.
Test data
Hazard classification test data.
Responsible individual
Typed name, signature, and company of individual responsible for accuracy of above data.
Changes in items
When hazard classification has been established for a basic item, a change in the Part Number (P/N), or change in the prefix or suffix dash number of the item will not require an additional data package, unless the change affects major configuration or explosive type and quantity. Minor changes will be explained in a letter narrative indicating why a change in classification is not warranted.
